Who/what is/was Azazel in the Bible?

It’s not in the Bible! The name/place/word Azazel is found a couple times in Leviticus 16 (Leviticus 16:8, 10, 20, 26). The meaning of Azazel is not entirely clear from just these verses as it is possibly the name of a person, creature, or place. On the Day of Atonement the sins are placed and transferred on this goat and the goat is led away with the people’s sins. The term scapegoat is often used in these verses meaning placing the blame on someone/something that has done no wrong. Depending on which books are in the Bible, one book does mention ascribing sin to Azazel (1 Enoch 10:8). What did the people who wrote the Bible think?
